Council discussed keeping options open and the variety of conditions across sites (occupied properties, defunct shopping centers and parcels with varying access). The motion to appoint negotiators passed on a roll call vote; council members directed staff to evaluate site suitability, access and parking as part of the outreach and analysis.
The appointment authorizes closed‑session negotiations and does not itself approve any purchase or the selection of a final site.
