Elk Grove presents economic‑development pipeline, new small‑business grants and Whitelock Parkway interchange plan

Elk Grove — The City’s economic development presentation on March 11 outlined programs, new grants and a development pipeline the department said could bring significant commercial and job growth.
Economic Development staff highlighted several programs: StartUp Elk Grove grants, a PASS grant pool that has provided approximately $200,000 to small businesses, and an Impact Fee Deferral program that allowed a developer at 10050 Waterman to defer $1.3 million of development impact fees for a large speculative industrial project. The director reported a development pipeline with potential for about 1,400,000 square feet of new or occupied space and nearly 13,500 jobs; staff cautioned not all projects will be realized but said pipeline activity is strong.
Staff described two priority projects: Project Elevate, which has a purchase and sale agreement and strong leasing interest, and Grant Line Business Park, where the city is installing critical sewer infrastructure (~$3 million) and evaluating rail service to make the park shovel‑ready. The department also reported retail momentum, multiple upcoming hotel projects and a marketing push for "Made in Elk Grove" and other local business programs.
On transportation, Capital Programs Manager Christina Castro introduced the Whitelock Parkway interchange study (preferred tight‑diamond alternative). The interchange would connect Whitelock Parkway to State Route 99, add pedestrian and bike access into Elk Grove Regional Park, and include auxiliary lane evaluations. Castro said the city expects environmental clearance by 2028, right‑of‑way acquisition in 2029 and construction starting in 2030 if council endorses the recommended funding plan and CIP update. WMH Corporation is the selected consultant.
What’s next: staff will return with more detailed funding and design milestones; the city will post materials and coordinate outreach as the project advances.
