"Lorna has dedicated her life to helping children with academic challenges," a councilor said during the nomination remarks.
A councilor moved to nominate Jenkins and another councilor seconded the motion. The clerk conducted a roll-call vote; the motion carried with one 'no' vote (Ward 3). The mayor later clarified she had also voted 'yes' when asked about participation in the vote. The City Spirit Award presentation is scheduled for the evening session on May 19, when the winner will be photographed with the mayor and council and placed on the council’s wall of honor.
