The Indian Wells City Council on April 16 approved an amendment to the city's fiscal procedures manual to raise the 'no‑bid' threshold from $5,000 to $25,000. Finance staff said the current $5,000 threshold is more than two decades old and routinely forces staff to solicit time-consuming bids for small but frequent service calls (air-conditioning repairs, towing, etc.).
Finance presenter Kevin McCarthy told the council the change will allow quicker procurement for routine professional services and emergency repairs while keeping existing insurance, indemnity and contract controls in place. McCarthy said approximately 74 recurring agreements (totaling roughly $900,000 annually) would no longer require formal bidding under the higher threshold, though internal controls would remain.
Council members voiced concerns about potential favoritism if fewer procurements require competitive bids. Several council members requested language additions to the fiscal procedures manual requiring the public works director to obtain multiple quotes when costs change substantially or are otherwise atypical; McCarthy said staff and the city attorney could craft that language and incorporate it with the policy change. The motion to approve the finance committee recommendation carried.
