Council orders online-only tee-time booking and limits protected-period reservations after heated resident debate

After extensive public comment and technical briefing, the Indian Wells City Council on April 16 approved two immediate changes to resident tee-time rules at the city-owned Indian Wells Golf Resort: switch to online-only booking and restrict residents to one reservation per day during the protected booking period. Council also directed staff to improve the booking website, provide training for residents who need help, and shift the protected booking opening time from 6:00 a.m. to 8:00 a.m.

Kevin McCarthy (staff) and Joe Williams (Director of Golf) presented usage data showing that a small share of residents takes a large portion of protected-time slots: staff noted that roughly 13% of residents account for about 51% of protected-period usage. Staff recommended operational changes to improve fairness while preserving the resident benefit and resort revenue.

Council adopted the staff recommendations by motion. The council also asked staff to return with additional options after further analysis — including a seven‑day or tiered booking window, a paid concierge/guarantee option, and potential rate adjustments for extended advance bookings — and to provide clearer data on who is using the protected slots. Residents who testified were divided: some supported online booking and limits as fair access measures; others opposed tiered pricing or paid guarantees as inequitable.

Council stressed the changes apply only to the protected period (roughly 7 a.m.–12:50 p.m.) and do not limit booking outside those hours. Staff will proceed with website improvements, training, and implementation steps and will report back with more complete usage analytics and any policy recommendations.
