Measure E oversight committee reports no audit findings; committee says bond proceeds spent as promised

The Measure E Citizens Oversight Committee reported to the Irvine Unified School District board that it found Measure E bond proceeds were expended as set forth on the ballot and that the district is in compliance with Article XIII A, section 1(b)(3) of the California Constitution.
Kelvin O'Keno, the district's executive director of facilities and construction, introduced the committee's annual presentation and invited committee chair Barbara Bellfield to deliver the report. Bellfield said the committee — composed of nine residents representing a range of interests in the Measure E facilities improvement district — met quarterly and reviewed project updates, computer-generated renderings and the auditor's report.
"The committee reviewed the audit and notes that the auditor provided an unmodified opinion and identified no audit findings," Bellfield told the board during her presentation.
Bellfield highlighted three sections of the annual report for the board's attention: project updates, audit findings and the committee's conclusion. She described regular attendance by committee members, the committee's review process, and said the district posted committee meeting materials on the district website before and after meetings.
Trustees thanked the committee for its oversight and stewardship. Board members praised staff for providing timely information and said they were pleased projects are being delivered on time and on budget, enabling additional awards to support district programs.
Bellfield acknowledged staff support from district project staff including John Fogarty, Kelvin (name given in presentation as "Kelvin O'Keno"), Nicole Reynolds and Sydney Ratliff, the facilities project accountant.
The board received the 2024–25 Measure E Citizens Oversight Committee annual report and acknowledged the committee's statement that expenditures complied with requirements and the ballot language.
