Vienna council approves water and sewer rate increases effective July 1

The Vienna Town Council approved new water and sewer rates May 19 that the finance department says are necessary to support planned pipe replacements, wholesale purchases and sewer treatment costs.
Director of Finance Stephen Barlow said the new rates follow a comprehensive rate study and a five-year financial plan. He outlined a 7.25% increase to both water and sewer consumption rates, a residential quarterly base increase from $40 to $42, and a 5.2% increase to commercial base rates by meter size. "For the average resident increase of $19 a quarter or approximately $75 annually," Barlow said, summarizing the fiscal impact.
Council member Anderson moved to adopt the ordinance setting the water and sewer rates as presented; the motion passed by roll-call vote with Council member Allen recorded as the only no vote.
Council members discussed the timing of the votes and acknowledged the extensive staff work and public hearings that informed the proposal. The finance department recommended the rates be effective July 1, 2025.
