Vienna adopts $55.5 million operating budget for FY2025-26

The Vienna Town Council approved a $55,497,690 operating budget for fiscal year 2025-26 during its May 19 meeting.
"The total proposed budget for adoption for fiscal year 2025-26 is $55,497,690, appropriated for the period through 06/30/2026," Stephen Barlow, director of finance, told the council during his presentation of the manager's proposed budget and the prior public-review process.
Council member Anderson moved to adopt the budget, proposing appropriations that allocate $34,770,120 for general fund expenditures, $6,001,950 for debt service, $13,000,902.15 for water and sewer fund expenditures, and $805,230 for the stormwater fund. The motion was seconded and carried by roll call; Council member Allen recorded a no vote.
Council members thanked staff for multiple work sessions and public hearings that preceded the adoption. Council member Ramakas urged continued outreach to invite broader public feedback on budget priorities.
The ordinance adoption sets the town's spending plan for the fiscal year beginning July 1, 2025; staff will proceed with the appropriations and reporting required to implement the budget.
