Elk Grove council approves supermarket alcohol finding, animal‑license fee changes and land purchase

Elk Grove — At its April 22 meeting the Elk Grove City Council approved several public‑hearing items and consent actions, including a determination of public convenience or necessity for an SF Supermarket alcohol license, an update to the municipal animal license fee schedule, and a proposed land acquisition.
Joseph Daugman, associate planner, presented the SF Supermarket PCN for a 40,000‑square‑foot tenant space at 8539 Elk Grove Boulevard. Staff noted the project site lies within a crime reporting subsector that meets the ABC "crime area" threshold and within a census tract ABC deems over‑concentrated for off‑sale licenses; the police department did not recommend opposition. Applicant Huy Trui said the supermarket would provide essential grocery services and limited alcohol sales during store hours. Council voted to approve the PCN by voice vote.
On animal licensing, staff proposed modest fee increases, added a two‑year license option to align with rabies‑vaccination terms, preserved lower fees for altered pets and continued discounts/free licenses for qualifying seniors and service animals. The ordinance amendment and fee resolution were adopted and will take effect July 1.
Economic Development Director Darryl Doan presented a proposal to acquire approximately 64 acres adjacent to 40 acres the city already owns in the Grant Line Business Park from Tom Mann (part of Mann Ranch). Council authorized the acquisition and staff noted annexation into the city will be pursued after purchase.
Consent calendar business and special district annexations (Street Maintenance District No. 1 Zone 3A‑W and Stormwater Drainage Fee Zone 2) were approved following the record of ballot results showing no majority protest. The council also received and supported staff's recommended allocations for the FY2026–27 Events Sponsorship Grant program.
