Monica Ramos, director of Downtown San Angelo, told the City Council on May 8 that downtown reinvestment and programming showed positive signs in 2025 and early 2026.
Ramos said 30 private properties sold in 2025, including nine projects that involved rehabilitation or new construction, and two public projects completed in the last reporting year. She highlighted the city’s Tiers tax‑increment reinvestment program, which now allows property owners to apply for up to $100,000 under updated policy, and said staff are encouraging uptake in the North Zone where available funding remains.
The department reported increased sales and mixed‑beverage tax activity, with a 4% overall increase between 2024 and 2025 in city retail/dining revenue in the downtown area. Downtown events, such as Brews, Blues and Barbecue, drew visitors — Ramos said that event attracted about 300–400 downtown shoppers and roughly 500 out‑of‑town visitors according to Destination Marketing Organization estimates.
Ramos also previewed upcoming programming, including the Star‑Spangled Banner concert and fireworks on July 3, downtown strolls with themes tied to holidays, and a second historic welcome gateway fundraising effort. Council members praised the outreach and stressed continued coordination for riverbank stabilization and other public‑private projects.
