Seth Hopkins (speaker 24), identified in the agenda as the museum's director, said his concern was that the museum could invest significant funds into improvements and lack adequate time to amortize those costs under the current termination structure.
Council direction and vote: Planning and legal staff proposed amendments to preserve a termination for default and to develop renovation‑start/completion triggers that protect both the city's property and the museum's investment. Council asked staff to draft language that would allow the museum to proceed with fundraising while retaining a city out for default; the item was tabled 7–0 for revisions and return at a subsequent meeting.
