Al Torres, construction manager for the City of San Angelo (speaker 21), described the project as a long‑awaited cornerstone for animal services and said the contract includes architectural, civil, mechanical, plumbing and electrical design. Council members praised staff persistence in bringing the project forward after years of planning and delays.
Officials said the contractor's timeline in the contract allows five months for design and seven months for construction. "According to their contract, they have 5 months for design, 7 months for construction," Torres said; staff and council indicated that an opening date would be scheduled after the design and construction timelines are firmed up.
Vote and next steps: The motion to approve the task order passed unanimously (7–0). The council authorized the city manager to negotiate and execute related documents and staff will provide project updates as design and procurement proceed.
