Palm Coast council adopts procurement code changes to clarify procurement and bond returns
Summary

On second reading the council approved an ordinance repealing and replacing Chapter 2, Article 1, Division 3 of the City of Palm Coast Code of Ordinances. Dale Ragsdale, budget/procurement manager, summarized two changes made since the first reading: revised wording in section 2-26 (paragraph 2.b.2) to clarify purchases made pursuant to existing contracts, piggyback awards and sole-source awards funded within the adopted budget; and added language in section 2-29 to align the return of bid protest bonds with the other section.
Council moved to adopt the ordinance and approved it unanimously on second reading.
Effect: The amendment clarifies procurement categories and the process for returning bid protest bonds. Staff said the edits were intended to align the code across sections and reduce ambiguity in procurement practice.
Next steps: Ordinance becomes effective per city code and staff will implement updated procurement procedures.
