The Plumas County Community Corrections Partnership voted to approve its quarter 2 PCROC expenditure report on April 15, 2026, after members debated whether two client referrals met CCP eligibility rules. The chair brought up the issue after staff reported that two clients who did not meet the criminal-record thresholds nonetheless received 139 days of services and were placed in permanent housing.
A staff member explained that three clients were referred by Behavioral Health, one was confirmed by the sheriff's department as an appropriate CCP referral, and two were later determined not to meet the intended criminal-record level for CCP funding but nevertheless received services totaling $18,765. "Without that support at North Star Navigation Center, these clients would still be on the street and not well served," the staff member said.
Committee members expressed differing views on eligibility. One member said public-intoxication arrests and similar low-level incidents fall "way outside of what the CCP funds are going for," arguing that funding such clients would quickly deplete resources. Another member noted there appeared to be no bad faith by service providers and that both people in question were chronically homeless and now permanently housed.
To prevent future ambiguity, members agreed on two steps: (1) a short-term administrative fix requiring a department head sign-off on referrals, and (2) revising contract language when the contract is renewed to define the target CCP population more clearly. The chair said the extra referral form already in use will serve until the next Request for Proposals (RFP) and contract language can be clarified.
After discussion, a motion to approve the quarter 2 expenditure report (including the invoice covering the services) passed. The roll call vote recorded affirmative votes from David Hollister, Chad Herman, Crystal Jones, Keegan Allred, Sharon Souza and Alyssa Thompson.
