Vienna staff and council flag cell coverage, intersections and multimodal safety for the comp plan

The draft comprehensive plan adds more explicit language on wireless communications and recommends calling out intersections that should be studied for congestion, operational and safety concerns.

David Levy and planning staff said the plan includes strategies that would make the town's goals around cell coverage more intentional; staff noted the town has a set of potential sites (water tanks, high-ground parcels and some buildings) and has been reaching out to providers. "There are all sorts of options that could be considered," Levy said, and staff scheduled a May 11 work session to present regulations and comparison tables from peer jurisdictions.

Council members and staff discussed the Maple Avenue intersections list (page 91) and whether the list should sit in the body of the plan or in an appendix tied to clear criteria and data. Transportation staff said several of the sites were called out in the Kimley Horn Maple Avenue study and TSC comments; the police department said a sergeant sits on the TSC and staff would check data and crash history.

Commissioners praised a new bicycle-route graphic and urged the town to pursue a stronger north—south bicycle connection to match the W&OD trail. Staff noted the list of intersections can help frame rezoning deliberations where a site intersects a study location.

Staff and a council member also noted the state-level changes (microsites, small cell shot-clocks) that affect how quickly providers can apply, and urged the town to prepare design standards in advance. No regulatory changes were adopted at the session; staff will return with jurisdictional comparisons and a telecom work session on May 11.
