Allen County discusses shifting stormwater regulation administration to Soil and Water Conservation District
Summary
County staff and commissioners discussed continuing the Regional Planning Commission memorandum of understanding, an alternate appointment for County Engineer representation, and a planned transition of county stormwater regulation administration from the County Engineer to the Soil and Water Conservation District.
County officials discussed interagency arrangements and the administration of stormwater management at the April 9 meeting.
Brion Rhodes spoke in favor of continuing the current memorandum of understanding in which the Board of Commissioners and the County Engineer share membership costs for the Regional Planning Commission; Clerk Brittany Woods said she would place a resolution for board approval. Commissioners addressed delegation for Regional Planning Commission representation and noted that Ella Nickles will replace Susan Wildermuth as the County Engineer's alternate.
A separate, substantive discussion addressed administration of the Stormwater Management and Sediment Control Regulations. The Soil and Water Conservation District informed the board it is prepared to take over administration of those regulations. Commissioners discussed timeline issues and how the County Engineer's office would coordinate a transition. They noted that municipalities that rely on the County Engineer for services separate from the stormwater regulations will need to secure consultant agreements for those services going forward. Brion Rhodes said he would work with Soil and Water during the transition.
No formal votes were recorded on the transition during the meeting; Clerk Brittany Woods will place related resolutions on a future agenda for formal action.
