The scope includes a barrier inventory with GIS mapping and photos, prioritization and phasing with cost estimates, public outreach (including senior‑center engagement), and a monitoring/tracking framework. The contract amount is $149,687 and staff said the study is budgeted in next year's budget cycle with the goal of completing the study so the city may qualify for grants and incorporate improvements into the capital improvement program.
Rodriguez explained that public entities receiving federal funds must complete a transition plan to remain eligible for state and federal grants, including Caltrans funding, and that the plan will guide barrier removal and CIP sequencing. Council asked about coordination with active transportation funding and Cesar Chavez corridor planning; staff said improvements identified in the plan will be tied to engineering CIP projects and can inform grant applications.
Council adopted the resolution awarding the contract and authorized staff to execute the agreement.
