Eagle Pass board reviews city ordinance that defines its duties and powers

During the meeting Captain Barrientos read at length from the packet containing Chapter 6 of the city ordinance, which defines the Animal Welfare Board’s composition and responsibilities.

As presented, the ordinance creates an eight‑member voting board that includes three at‑large positions: a licensed veterinarian or veterinary technician, a representative from a local animal rescue or shelter, and a law enforcement officer or animal control official. The ordinance states that members shall serve without compensation, that terms are two years (with initial staggered terms), and that a quorum consists of five members. The board is established to act in an advisory capacity to city staff and the city council on animal control, facility needs, long‑range capital planning, policies, and community programs.

Captain Barrientos summarized the board’s authority to accept and review citizen complaints, make written and oral recommendations to staff and council, and to observe animal shelter operations for advisory purposes. Staff noted that the ordinance, as presented, becomes effective upon passage and that the language will be available for review at subsequent meetings.
