York County extends Filmore County emergency-management agreement through budget year

The York County Board approved an addendum to extend Filmore County's emergency-management assistance (hourly/mileage) through the end of the budget year while the county develops a long-term partnership plan.
York County commissioners voted March 31 to approve an addendum extending Filmore County's provision of emergency-management services to York County through the end of the current budget year.
Commissioners said the temporary arrangement, under which Filmore County provides its emergency manager to help York County, has worked well. The board discussed that a permanent, full-time emergency manager position may not be sustainable given workload and budget constraints, and that partnering with Filmore County could offer better service and cost efficiency.
One commissioner said "Gan has provided great service to us," noting her regular engagement with local stakeholders and the need for only limited local support staff to assist with administrative tasks. The addendum continues the current hourly-and-mileage payment arrangement and extends the agreement to the end of June to give York County time to work with Filmore County on a longer-term structure.
Why it matters: emergency-management functions affect public safety, interagency coordination, and preparedness for severe weather or other incidents. Commissioners emphasized gaining more time to design a sustainable model and said they will consult the joint communications/advisory board and local fire/EMS stakeholders in coming weeks.
The motion to approve the addendum passed by roll call; commissioners Bowman, Obermire, Burgess and Groce recorded "yes." Staff will return with recommended long-term partnership options for the board to consider.
