York County OKs phase-two agreement with Vanguard for commercial appraisals

Why it matters: the appraisal project is intended to update commercial valuations used for property tax assessments. Commissioners said the phased approach is intended to ensure compliance with contracting rules while allowing the county to complete a comprehensive commercial reappraisal.
Board members asked how future maintenance and smaller inspections would be handled; staff said an annual maintenance agreement with Vanguard would cover large items, and the county expects to perform smaller inspections in-house over time. The motion to approve phase two passed by roll call; commissioners Bowman, Obermire, Burgess and Groce recorded "yes."
Next steps: County staff will finalize the phase-two contract details and confirm billing and timing consistent with the stated fiscal years and the assessment schedule.
