Beloit board approves summer pilot to change committee cadence, suspends policies temporarily

The School District of Beloit Board of Education voted unanimously May 5 to suspend portions of board policy and pilot a revised meeting cadence this summer.
Board President Johnson proposed a pilot that would schedule committee meetings on the first Monday and Tuesday of each month (policy committee first Monday; business operations/finance and human resources on the first Tuesday), and move the regular board business meeting to the third Tuesday with an earlier start time to allow closed session work. "The pilot would have the policy committee only meet on the first Monday of the month at 4 p.m.," the board president said while outlining the proposed trial schedule.
Board members supported the goal of doing deeper committee work so the business meeting can be shorter and more focused, but several raised practical concerns: how HR approvals would be handled between committee and full‑board meetings, the possibility of repeated committee attendance creating quorums, how to schedule closed sessions without disrupting public access, and the need to preserve board development time.
Carol Fox moved to suspend board policy 1.85 and associated committee subsections (motion seconded by Joanne Ryu); the motion carried by unanimous voice vote. The suspension allows the board to pilot the new schedule June through August 2026, with an evaluation and possible policy revision planned for the August board business meeting.
Board members emphasized they expect broad attendance at committee meetings during the pilot and said administration should continue to post materials in advance so committee work can be intentional and effective. The board also agreed that, if needed, contingent hires can be processed so staffing timelines are not delayed while the pilot runs.
The board’s motion to suspend policies was procedural and limited to scheduling; any permanent policy changes would require a separate board action after the pilot and review.
