Henderson — The City Council approved an award of contract for the Carnegie Street roadway repaving project (Paseo Verde Parkway to Green Valley Parkway) to Las Vegas Paving Corporation after staff reported Las Vegas Paving was the lowest responsive bidder at $4,970,000.
Staff told the council the city received six bids ranging from $4,970,000 to $7,270,000 and that the $4.97 million bid was nearly $3,000,000 under the engineer’s estimate. “I'm happy to report that this project actually came in nearly $3,000,000 under the engineer's estimate,” a staff presenter said.
Mayor Romero disclosed a potential conflict of interest and abstained from deliberation and voting on the item, stating that her husband and son work for Las Vegas Paving and that their employment could reasonably be perceived to affect her independence on the matter. “My husband and son work for the company, and their employment with Las Vegas Paving is a conflict of interest that could be perceived by a reasonable person to affect the independence of my judgment on this matter. Therefore, I will abstain from deliberating and voting on this item,” she said.
Council moved to award the contract and the clerk announced the measure carried; the clerk later recorded that, with the exception of Mayor Romero who abstained, all members voted in favor of the motion made by Councilman Stewart.
What happens next: City staff will execute a contract with Las Vegas Paving Corporation and coordinate project scheduling, traffic management and construction oversight.
