Enoch Council adopts minimum standards for secondary water systems

Enoch City Council unanimously adopted Ordinance No. 2026-04-15-B on April 15, adding Section 3.7 to the city engineering standards to establish minimum design requirements for secondary water systems.
Public Works Director Hayden White told the council the draft requires an eight-inch minimum for secondary mains and a six-inch minimum for side lines, and sets a 20 PSI minimum to avoid the need for booster pumps. White said the standards codify previously informal practices, require inspections to prevent cross-connections with culinary systems, and clarify that developers must install secondary mains to the meter but need not install individual sprinkler systems to every lot; xeriscaped properties would not be required to connect.
Council members praised the proposal as a practical step toward conserving culinary water and providing clearer standards to developers. Council Member Debra Ley raised equity concerns about older, large‑lot water rights versus newer small‑lot developments, and the council acknowledged broader regional water sustainability issues but concluded the standards would improve consistency in infrastructure installation.
Council Member David Harris moved to adopt Ordinance No. 2026-04-15-B; Council Member Kimberlee Trower seconded and the roll-call vote was unanimous.
City staff said an updated fee schedule for meters will follow to reflect rising meter costs and that the Water Impact Fee analysis already accounted for secondary system costs.
