Enoch City Council approves changes to subdivision and RV park access rules

Enoch City Council on April 15 adopted Ordinance No. 2026-04-15-A, amending city design standards to set required access thresholds for subdivisions and add exception language for recreational vehicle (RV) parks. The ordinance passed on a 4–1 roll-call vote.

Council Member David Harris said the "proposed changes made sense" but pressed for stricter access requirements on very large subdivisions, citing safety and traffic concerns. City Manager Ryan Robinson explained the finalized thresholds: two access points for developments up to 80 lots, three accesses for 81–200 lots, and engineer review for larger projects, with the city engineer empowered to recommend additional access where safety or layout warrants. Robinson said the ordinance applies the same logic to RV parks while allowing engineer-reviewed exceptions.

Council Member Kimberlee Trower noted that the Utah Department of Transportation often limits new access onto high-speed roads and supported flexible language that lets the city engineer recommend alternatives where wider streets or traffic-calming measures make a third access unnecessary. Mayor Jim Rushton and several council members stressed that any exceptions should be reviewed by the city engineer rather than private engineers.

Council Member Debra Ley cast the lone dissenting vote, expressing reservations about delegating flexibility for access on large developments. After debate, Council Member Harris moved to approve the ordinance; Council Member Trower seconded and the roll-call vote was: Stoor: yes; Harris: yes; Ley: no; Trower: yes; Miner: yes.

The ordinance amends sections 12.2800.2804 (Design Standards) and 12.2300.2304 (Recreational Vehicle Park Development Standards) of the Code of Revised Ordinances of Enoch City. There was no immediate amendment to the thresholds; the council adopted the language as presented. The ordinance is effective per the city code's standard adoption procedures.
