Clovis board hears federal grant briefing; Title I allocation noted at about $2.6 million

District federal programs staff presented a unified federal grant application and described planned allocations across multiple grant titles.

Laura Adkins (Speaker 13) explained the state’s unified grant application process and said the district’s 40‑day data show a 78.7% poverty rate. ‘‘In our Title I allocation, which runs about $2,600,000 this year, that’s a $600 increase from our previous year,’’ Adkins said, adding that the PED previously cut funds that were restored in March and that the district may need a waiver because the funds must be spent within 90 days unless a carryover is approved.

Adkins outlined how Title I funds will be used: roughly 69.4% to schools for family service teams, social workers, community health workers and interventionist positions; districtwide uses include professional development, a student success center and a small percentage for homeless/foster programs and indirect costs. Title II (and RLIS) will prioritize recruitment, retention and professional development; Title III supports an English‑learner instructional coach; IDEA line items were planned to avoid gaps if carryover funds are delayed.

Speakers emphasized alignment between the grants and the district strategic plan. Board members asked clarifying questions about carryover windows and the timing of when funds would appear; staff said they will approach the board in the fall to request any necessary waivers and to present final spending plans.

Adkins and federal programs staff requested board awareness and sign‑off on assurances required by federal regulations; no formal vote on grant submission occurred at the meeting.

The district said more detailed line items will be provided as the application is finalized and when carryover timing is known.
