CCRPC committee recommends Draft FY2022 UPWP and budget to board

The Chittenden County Regional Planning Commission’s Joint Executive & Finance Committee voted May 5 to recommend the Draft FY2022 Unified Planning Work Program (UPWP) and budget to the full CCRPC Board.
Executive Director Charlie Baker told members the draft budget includes a new task, 8.1.3, a Transportation Equity Framework budgeted at $50,000 in PL funds to analyze how equity is addressed in the State’s transportation project decision process and to prepare recommendations for the legislature by Jan. 15, 2022. "We have added a new task, Transportation Equity Framework, and there is $50,000 in PL funds budgeted for this," Baker said.
The committee also reviewed the organization’s quarterly financials. Forest Cohen, senior business manager, reported cash in checking of $80,515 and $254,053 in the reserve money market, current assets over liabilities of $661,361, deferred income for Communities – Match of $109,470, and an FY21 year‑to‑date unaudited surplus of $8,332. Cohen described pandemic‑related shifts: lower travel and in‑person meeting expenses, higher EV line items and increased office cleaning costs. He said the CCRPC transferred $80,000 from operating to reserves earlier in the fiscal year.
Baker discussed state grant changes affecting the CCRPC’s ACCD basic formula allocation: "We are going to receive approximately $7,000 less from the basic formula grant because Windham County has received larger amounts in property transfer tax," he said, but added the State Legislature slated an additional $75,000 in funds that offsets that reduction.
Staff noted the draft budget shows a projected shortfall of about $35,000. Baker described the figure as a conservative projection and said the organization has reduced volatility from prior years by moderating indirect rate swings. He also flagged near‑term uncertainties tied to American Rescue Plan Act funds and possible federal infrastructure legislation.
After discussion of pending (shaded) projects and clarifying edits to the UPWP paperwork, Andy Montroll moved and Chris Shaw seconded that the Executive Committee recommend the Draft FY2022 UPWP and budget to the Board for approval. The motion carried unanimously. The committee did not record a roll‑call vote in the minutes.
The committee asked staff to bring the topic back for any adjustments after VTrans provides Transportation Value scores; if VTrans requires an earlier action, the Executive Committee may be asked to recommend on behalf of the Board. The recommended UPWP and budget will appear on the CCRPC Board agenda for formal action and public hearing.
