Selectman Ralph Kaye urges implementation of North Brookfield master plan, suggests town manager role

At the Town of North Brookfield Select Board meeting on May 5, Selectman Ralph Kaye offered an extended statement urging the board to more fully implement the town's 2022 master plan.
Kaye told colleagues that the master plan should be the town's guiding document for five- to 10-year goals and called for department heads to act as 'captains' working toward those goals. He urged improved communication among the planning board, zoning board of appeals, conservation and inspections departments, suggested downtown development and senior housing should be priorities tied to the plan, and said frequent communication and clearer accountability are needed across departments.
Kaye also proposed that the town consider hiring an actual town manager (as distinct from a town administrator) to organize, direct and lead municipal operations and to report to the Select Board. He framed the recommendation as a way to better coordinate efforts across departments and to deliver on goals set out in the master plan.
Kaye asked board members to read the master plan (adopted in 2022), engage with department leaders and return to these topics during the new term. His remarks drew agreement and thanks from colleagues.
