Alachua County moves to renegotiate Archer fire-services deal, warns of potential cancellation

Alachua County Fire Rescue Chief Diaz told commissioners Aug. 11 that attempts to negotiate a new long-term interlocal with the City of Archer had stalled. The county currently operates a staffed engine and apparatus in Archer under a 2007 agreement and has paid a debt-service amount to the city; staff reported the county has effectively invested roughly $444,000 toward the station'9s debt-service and has maintained the apparatus.
Chief Diaz said staff had unsuccessfully sought a conveyance or long-term lease with amortization or reimbursement for future capital improvements. He recommended cancelling the interlocal (365 days notice) to prompt the city to negotiate terms; commissioners approved the recommendation and asked staff to pursue terms that would protect county interests, including amortization for capital investments should the city reconstitute its own department in the future.
The chief warned of consequences if the station were lost: longer response times and loss of the current ISO insurance-class benefit for Archer residents. Commissioners discussed options including conveyance of the station (county would pay closing costs up to a budgeted amount) and protections for capital improvements. The board approved staff'9s recommendation to proceed with notice and pursue negotiations.
Next steps: county staff to notify the City of Archer per the contract and pursue negotiated terms or conveyance; the county will evaluate response coverage and contingency stationing in the affected territory.
