Washington County awards $2.46 million contract to rehabilitate Hune Covered Bridge; approves several Engineer projects

The Washington County Board of Commissioners on April 30 awarded the Hune Covered Bridge rehabilitation contract to The Righter Company for $2,463,197, the apparent low bid on the project. The board voted unanimously to accept the bid after County Engineer Roger Wright said the covered bridge contributes to local tourism.
The commissioners recorded that the project will be paid primarily with federal Transportation Alternatives Program (TAP) funds covering 95 percent of the cost. The board also noted other funding for the project includes an RTPO award of $198,394 and $75,000 from a 2019 capital budget allocation; local funds required to complete the project were listed as $189,803. Two bids were received: The Righter Company ($2,463,197.00) and R.C. Construction Co. & Son ($2,899,899.00).
At the same meeting the board approved an agreement with Popa Consulting LLC for bridge inspection services covering 14 fracture-critical bridges plus 12 structures for QA/QC inspection at a fee of $25,000 to be paid from Motor Vehicle Gas Tax funds. The commissioners also approved a request from the City of Marietta to release $77,109.90 in permissive tax funds for the Acme Street and Phillips Street rehabilitation project; the transcript lists the permissive fund balance for Marietta at $264,197.01.
The board further approved Change Order #1-Final for the County Road 13 (Cole Coffman Road) Drive Pile & Whaler Beam Replacement Project, a decrease of $802.50 that set the final contract price at $54,747.50 for contractor Bob Lane’s Welding.
All of the engineer-related items were moved by Commissioner Eddie D. Place, seconded by Commissioner Nohe, and passed on roll-call votes recorded as Charlie Schilling: aye; Eddie Place: aye; Greg Nohe: aye. Roger Wright said the covered bridge project also supports tourism and noted the county obtained topsoil from AEP projects for the Devola Sewer Project lawn restoration. The commissioners took no further action beyond approving the listed contracts, change order and permissive tax release.
