Council advances transparency measures; considers CivicPlus website and registry

Council members introduced a pair of proposals to increase transparency in Commercial Point: an ordinance and companion resolution to create a public legislative registry and a separate resolution to contract with CivicPlus for a new village website.

A council member described Ordinance 20-26-14 as a system to stamp, inventory and publish development filings (projects of five acres or larger) and legislative materials so items and sponsors are publicly traceable. “As soon as something comes in, it’s stamped and entered into this transparency track,” the member said, noting the registry would post entries on the village website and produce courtesy copies for council members.

Separately, the council discussed Resolution O6-2026, which authorizes the mayor to enter an agreement with CivicPlus to replace the village’s current website. The presentation included cost estimates: an initial website and modules estimated at $12,000–$14,000 with an ongoing support cost of roughly $7,000 per year. Council members supported moving forward with the website first and adding registry functionality later if needed.

Members debated emergency language for some items and whether waiving readings or completing multiple readings in one meeting was procedurally appropriate. One member urged caution about consistent standards for emergency declarations; another said the registry protects the “health, safety and welfare” by ensuring public access to filings more quickly.

Next steps: the registry ordinance was read by title; the CivicPlus resolution was moved for adoption and staff were directed to proceed with implementation planning and cost details.
