Rossford Council updates weed code, approves event agreement and salt purchase; refers data-center zoning to planning commission

Rossford City Council on April 27 adopted a package of emergency measures and referred a zoning-text amendment to the planning commission aimed at establishing a special-use category for data centers.
Council voted to repeal and replace Rossford Municipal Code section 5.55.01 so the city efinition of noxious weeds will reference the Ohio Department of Agriculture efinition rather than a fixed local list. "It changes the definition of noxious weeds to reference the Ohio Department of Agriculture," said Kevin Heben, the city ttorney, explaining the change will keep the code aligned with state updates. Council suspended second and third readings, declared an emergency and adopted Ordinance 2026-31 by roll-call voice votes.
The council also read and adopted Ordinance 2026-32, authorizing the city administrator to work with the Rossford Convention & Visitors Bureau on the balloon and fireworks event. "We are moving the event location" and have been coordinating logistics and parking, the CVB representative said at the meeting. Council suspended readings, declared an emergency and adopted the ordinance the same night.
Council approved Ordinance 2026-33 to authorize purchase of up to 1,000 tons of sodium chloride under the Ohio Department of Transportation winter contract (018-26) for the 2026–27 season. A staff speaker identified as Chris summarized the procurement authorization before council suspended additional readings, declared emergency status and adopted the ordinance.
On resolutions, council adopted Resolution 2026-11 to name 155 Superior Street the Carolyn Ross Connection Point after a floor amendment changed the word "Hub" to "Point." Council also adopted Resolution 2026-12 authorizing participation in the ODOT road salt contract, and approved two mayoral appointments — Resolution 2026-13 appointing Adrianne Minaresen to the board of zoning appeals and Resolution 2026-14 appointing Thomas Kralovec to the board — all by suspended readings and voice roll-call votes.
The council voted 7-0 (Echol, Tinney, Owen, Stotzenbach, Reynolds, Toth, Oberdorf) to adopt Ordinance 2026-31; similar unanimous voice tallies were recorded for the other emergency measures.
The council also voted to refer a zoning-text amendment that would create a defined land-use category and special-use review process for data centers (chapter 11.32.02) to the planning commission for recommendation. "This would create a new permitted use category for data centers and require a zoning text change," the zoning committee said; the motion to refer passed by voice vote.
Next procedural steps: the planning commission will review the proposed data-center zoning amendment; staff will complete procurement steps for the rock-salt contract authorized by council; and implementation of the code change to §5.55.01 will proceed subject to the ordinance's emergency provisions.
