Council approves Plant Moran contract to guide city hall and community center planning

Andy Fountain, a principal with Plant Moran RealPoint, introduced the firm and its capabilities; Todd Fenton (the project lead) described a nine‑month scope that would review prior appraisals and facilities assessments, complete a space‑needs analysis for the community center, conduct highest‑and‑best‑use analyses for key parcels and offer capital‑planning options and implementation roadmaps.
Staff told council Plante Moran was the single RFP respondent and outlined how the consultant’s deliverables would tie to other city work such as the parks and rec master plan and an upcoming statistically valid community survey. Council members asked about community engagement; staff said the consultant would rely on the city’s existing engagement work and that the city will run community outreach in parallel.
Council approved the motion to proceed and authorized the city manager and city attorney to negotiate and execute final contract terms.
