Berkeley awards $5.3 million Bacon Avenue reconstruction contract; approves engineering services

Deputy City Manager Sean Young described years of planning, additional geotechnical work that allowed staff to change the scope and reduce overall costs, and the operational benefits of combining phases into one contiguous reconstruction. He said the scope includes full replacement of road, sidewalks, driveway approaches, water main and private‑side suspect services, plus stormwater improvements and landscape enhancements at Oxford Park.
Council also approved construction engineering and observation services from Spalding de Decker with a not‑to‑exceed amount of $748,703. Staff emphasized that the engineering contract includes weekly resident communications, door hangers, a sign‑up email list, coordination with the school district and weekly updates to ease disruption. Spalding de Decker will produce as‑built drawings and convert them for GIS use.
Council members asked about resident communications and contingency tracking; staff said contingency uses change orders and will be transparent through the city manager’s office. The motions to award the construction contract and the engineering services both passed on roll call.
