Council approves final authorizations for Mather Veterans Village Phase 4

The Rancho Cordova City Council approved two resolutions to finalize the Mather Veterans Village Phase 4 affordable housing project. Housing manager Stefan Heisler told the council the approvals are the last steps needed to transfer the site to Mercy Housing, execute an affordable housing agreement limiting initial occupancy to homeless and disabled veterans (with fallback to homeless households if necessary) and authorize a subrecipient agreement for a $1,000,000 community project funding award secured with congressional assistance.
Heisler said the project comprises approximately 70 multifamily apartments and that design review was completed in December 2024. Staff reported Homekey Plus and other state funding have been secured, and that the team is targeting a construction start in February or March 2026.
Council voted to adopt the two resolutions and directed staff to complete the necessary documents with Mercy Housing and to coordinate a groundbreaking ceremony when construction is ready to begin.
