The Elk Grove City Council approved a resolution authorizing the city manager to execute an 18‑month contract with Cultural Planning Group LLC not to exceed $149,760 to develop an arts, culture and creative‑economy strategy.
Economic development analyst Sarah Rodriguez said the contract responds to Measure E priorities newly adopted by council and will deliver a data‑driven strategy, inclusive community engagement, a cultural-asset map and a phased implementation plan. Rodriguez explained that the consultant team will spend about 12 months drafting the strategy and an additional six months supporting initial implementation.
David from Cultural Planning Group described the firm’s approach and said it partners with market analysts and designers to produce an actionable plan. “We would be done with the plan by probably 10 or 12 months,” he told the council, adding the firm will meet with council members and stakeholders early in the process.
Council members asked about community engagement and examples of what a plan might recommend; staff said the consultant will combine qualitative engagement with market analysis to avoid duplicating services available outside the city.
Council moved, seconded and approved the resolution by voice vote. The contract will be funded from Measure E allocations in the FY25–26 budget.
