Elk Grove accepts Measure E report showing $34.6 million in FY24–25 revenues

The Elk Grove City Council accepted the fiscal year 2024–25 Measure E annual report after presentations from the Measure E Citizens Oversight Committee and city and Cosumnes Community Services District staff.
Valerie Erwin, chair of the Measure E oversight committee, summarized the committee’s role and said the report compiles how the voter-approved 1 percent sales tax has been spent and audited. Assistant City Manager Jackie Guzman presented fiscal figures: “In fiscal year 24–25, the city generated $34,600,000 in new Measure E funding,” Guzman said, with 50% ($17,300,000) allocated to the city, 30% ($10,400,000) to the Cosumnes CSD, and 20% ($6,900,000) set aside for future priority projects.
Guzman said the city set aside $4,000,000 toward the future permanent homeless shelter and that the city expended about $9,500,000 on its Measure E priorities in FY24–25. CSD staff reported fire and emergency-response staffing, youth programs, park maintenance and technology upgrades that were supported by the Measure E allocation.
Council members praised the oversight, staff execution and collaborations between the city and the CSD and directed staff to distribute the community report in an upcoming city newsletter. The report on the record received council acceptance; staff indicated no additional council action was required at this time.
Next steps: staff will publish the community report to residents in April and present the FY 26 proposed expenditure plan at upcoming oversight-committee meetings.
