Kira Killingsworth, the city’s project planner, told the council staff recommends amending Title 23 of the Elk Grove Municipal Code to add medical-waste transfer facilities in the heavy-industrial zoning district and to add a definition of “medical waste” consistent with the California Health and Safety Code. She said staff determined no further environmental review was required for the project and recommended introduction of the ordinance and adoption of a resolution approving the conditional use permit.
The applicant’s representative, the company’s director of compliance, described operational safeguards: “You’ll never see medical waste, everything’s always tied and sealed,” the representative said, adding that the property and vehicles are secured when not in use and that employees receive OSHA and DOT training.
Council members asked about scope and safety. One council member confirmed with staff that the definition of medical waste does not include human remains. The applicant said the site will be gated with perimeter barbed wire and that closed‑circuit video surveillance will be installed once operations begin.
After clarifying questions, the council moved, seconded and approved the staff recommendation by voice vote. The action authorizes introduction of the ordinance to amend Title 23 and approves the conditional use permit, allowing the applicant to occupy the identified suite and operate daily pickup and weekly long‑haul shipments to a permitted disposal facility outside the city.
Next steps: the ordinance introduction moves the zoning text amendment forward for the formal ordinance process; the conditional use permit and related administrative steps will be carried out consistent with the council’s action and applicable code requirements.
