Melanie J. Watts presented communications May 6 (Communication 2026-207) requesting that the Butte-Silver Bow Council adopt an ordinance under MCA 61-8-391 to permit golf carts on designated city-maintained streets with posted speed limits of 25 mph or less.
Watts, who gave her address as 1700 Hancock Avenue, said the proposal aims to promote eco-friendly neighborhood mobility and accessibility for seniors, and suggested operator requirements (valid driver’s license for ages 16 and up), required safety equipment, and a one-time municipal registration fee of $25–$50 to offset administrative costs. "Operators must have a valid driver's license 16 years plus old," Watts said, and she noted other Montana communities have adopted similar ordinances.
Commissioners questioned how insurance and local enforcement have been handled elsewhere; Watts replied that insurance approaches vary by county and that Missoula, Whitefish and Polson have different models. The council voted 12-0 to refer the measure to the judiciary committee for further review and ordinance drafting.
