Elk Grove staff proposes allocation plan for $1M+ in CDBG and community grants; public commenters press for immigrant‑safety measures

Staff recommended $487,071 for the CSG traditional program (a 5.35% increase) and $100,000 for CSG capital projects, and proposed making $149,545 in Measure E funds available through the grants process to address homelessness. Applications requested just under $3 million in total; staff emphasized that awards will be adjusted after HUD’s final allocations and asked council to adopt recommendations on May 13.
Dozens of nonprofit representatives described program impacts during the public hearing: Matthew Balekhi of GOALS said prior funding helped keep his special‑needs program solvent; Team Scott Equestrian Foundation, Meals on Wheels Sacramento County, Elk Grove Fine Arts Center, X Hope and others thanked staff for support and described the populations they serve. Speakers highlighted outcomes such as Meals on Wheels’ estimate that recommended funding will support about 22,500 meals for roughly 130 Elk Grove seniors and Farmers Market CalFresh match figures that staff said facilitated more than $245,000 in combined benefits in 2025.
Resident public comments included a request for the city to clarify whether the Elk Grove Police Department shares data with federal immigration authorities and a petition for publicly noticed community safety meetings about immigration enforcement. Ellen (District 1) asked the city to publish which email list residents should use to receive notices for those future meetings and requested multiple meeting dates and ample Q&A time.
Council discussed a potential conflict related to Running for Rett (a recommended nonprofit awardee) and followed their past practice: the council member with a potential conflict stepped out while the council made a preliminary determination for that organization and then returned; the council otherwise signaled support for staff recommendations. Councilmembers thanked staff for outreach and technical assistance to applicants and directed staff to return with final adoption on May 13 after HUD confirms allocations.
