Opponents of an immediate appointment argued for broader public participation and said a formal application and interview process would increase transparency and resident confidence. Several public commenters expressed urgency about other matters (notably the Stronghold Power agreement) and said the appointment process should not block those policy discussions.
What happens next: Frank Figueroa was sworn in at the meeting and will serve for the remainder of the prior mayor—s term. Council members discussed plans to fill the now-vacant council seat in a subsequent meeting, either by appointment or by calling a special election per the procedures the city attorney outlined.
