Gloria Parra of the city manager’s office summarized the resolution’s intent: it establishes a policy position supporting inclusion and collaboration with community‑based organizations but does not create new enforcement authority. The resolution also calls on state and federal leaders to pursue humane, comprehensive immigration reform.
During public comment, Ron Marquard, a volunteer with 805 UndocuFund, described local ICE activity and urged the council to pass the resolution, citing community impacts and increased need for food assistance. Council members debated wording, with some expressing concern that broad language could draw unwanted attention while others stressed the need to stand with residents who said they live in fear. The council agreed to add a title amendment emphasizing advocacy for comprehensive immigration reform; the motion carried 4–0.
Vice Mayor Crosswhite and members of the Ad Hoc Immigration Committee said the resolution reflects months of work and community input. Staff noted the resolution is a policy statement and that concrete assistance for affected families—such as the previously supported $50,000 contribution to a county foundation program—remains a priority.
