Town staff propose five‑station Capital Bikeshare rollout along W&OD Trail and near Vienna Metro

Public Works briefed council on a Capital Bikeshare proposal that would add five docked bike stations in Vienna, most of them oriented to the W&OD Trail and one near Vienna Metro. Staff said the project is primarily funded through a VDOT Transportation Alternatives (TA) grant (roughly 80% of the cost) with the town’s MVTA 30 funds covering the local share.

The presentation described how users unlock bikes with an app, ride to a destination and return the bikes to docking stations; Fairfax County would maintain the fleet and infrastructure. Staff said the purchased stations and bikes would cost approximately $272,000 for the initially proposed five stations and that station pads and relocation options were part of the planning; moving a station subsequently would cost only a few thousand dollars.

Council members asked about parking spaces that would be repurposed for docks near Town Hall, liability and whether ebikes would be part of the fleet. Staff said some electric bikes would be included (limited speed, class‑1/class‑2 types), membership requires accepting terms and conditions and riders assume riding risk; Fairfax County would maintain bikes and the program is integrated with a broader regional network.

Council did not vote on the purchase at the work session; staff said the item is scheduled for the July 7 council meeting, and members asked staff to consider alternative station locations if the proposed Town Hall pads conflict with other planned uses (for example, future charging stations).
