Vienna council weighs $120,000 in event initiatives, seeks nonprofit to run proposed holiday market

Town parks and recreation staff presented the council with a package of event proposals that would be funded outside the general fund and asked the council whether to proceed.
The package includes a $50,000 allocation for a Vienna 250 program, $40,000 to expand holiday tree lighting along historic Church Street, and a $30,000 Towne Green holiday market. Parks staff said the events could be funded from a mix of ARPA interest, capital improvement interest and prior bond proceeds; the only initiative proposed from existing operating sources is a part‑time graphics designer post.
Leslie Herman (director of parks and recreation) told the council the holiday market would use 10‑by‑10 vendor tents with heaters and would be held on a Friday–Sunday schedule; staff proposed either a single three‑day weekend or two separate three‑day weekends in December. Herman said the town would act as the fund holder but would seek a nonprofit organization to recruit vendors, coordinate volunteers and run on‑site operations. The town would provide logistical assistance but lacks staff bandwidth to fully run the event.
Council members raised practical concerns about weather, damage to the Town Green and impacts on downtown businesses. Councilmember Doug (speaker 4) warned that December weather could make a multi‑day outdoor market ‘‘a pretty messy mud event,’’ and staff said tents and heaters would reduce the risk but that some trampling of grass would be likely if the ground was wet. Staff noted placing tents on asphalt or stone dust would reduce turf impact but would increase closure and rental costs for Church Street.
Staff recommended recruiting a nonprofit to run the market and asked for a decision timeline; the parks director said she would like a nonprofit in place by June so vendor recruitment and applications can go out at the start of the calendar year. Councilmembers asked staff to try a short pilot in the first year and review whether to expand in subsequent years.
The council did not take a final vote on the initiatives during the work session. Staff will reach out to nonprofit organizations and return with a recommendation; the town manager indicated staff would proceed to set up nonprofit meetings if at least four council members agreed to that outreach.
