Citizens urge board to preserve special‑education staffing, raise governance and facilities concerns

Reed Taylor (West Valley City) said he had provided the board and superintendent with a six‑month governance review and offered to meet privately. He described an "escalation compression index" (ECI) that, he said, shows wide inconsistency across junior-high campuses in how administrative memorandum AM130 and electronic-device/discipline policies trigger guardian notification and discipline. "A student's disciplinary experience in Granite is determined by their campus attendance or their zip code," Taylor said, and he asked the board to ask administration to explain documentation standards, records-search methodology for public-records responses, and actions following a superintendent referral to the law-and-policy committee in October 2025.
Another commenter, Danielle Hman, spoke about planned reductions to special-education staffing at elementary schools and urged trustees to slow any cuts and include incoming kindergarteners in staffing formulas. She warned that assigning split FTEs could disrupt services and risk noncompliance with federal special‑education requirements, saying: "Under IDEA, districts must have enough personnel to implement every IEP as written. If these cuts prevent timely and appropriate services, the district risks non‑compliance with federal law."
Jessica Winder Lee, a social worker at West Kerns Elementary School, urged the board to consider trauma and specialized support needs when choosing where to stage the West Kerns rebuild. She said many West Kerns students rely on an essential‑elements classroom with specialized bathrooms and changing tables and need a fenced playground and close access to sensory rooms; relocating them to a smaller campus could interrupt critical supports.
Board members acknowledged the concerns and asked staff to engage with stakeholders; staff said some information is being compiled and pledged to return with more detailed responses and data on records searches and staffing calculations.
