Roseville approves 2026 CDBG action plan, earmarks $1M-plus for Sierra Gardens accessibility upgrades

The City Council adopted the 2026 Community Development Block Grant (CDBG) annual action plan and authorized the city manager to execute necessary certifications and documents for HUD submission.
Danielle O’Connell (housing analyst) told the council that HUD allocated just over $700,000 for Roseville's 2026 CDBG award; the city also has about $730,000 in prior-year carryover and anticipates roughly $50,000 in program income. Under federal rules, up to 20% of the award can be used for planning and administration and up to 15% for public services. Staff recommended funding the top five ranked public-service applicants, continued support for local fair-housing services (Project Sentinel), $230,000 for the owner-occupied housing rehabilitation program, and partnering with Public Works to invest approximately $1,000,000 (current and prior-year CDBG funds) in sidewalks and curb ramps in the Sierra Gardens neighborhood to upgrade about 90 curb ramps to ADA standards.
Council received the informational presentation, heard no public comments during the hearing and adopted the resolution approving the annual action plan for HUD submission.
