Council asks for clarification on ARPA eviction-prevention encumbrances

At the May 5 work session, a council member asked staff to explain an ARPA line in the information packet showing $1,137,000 listed as funded/encumbered for eviction-prevention while only about $100,000–$200,000 had been expended to date.
Tracy Hyshoe, Neighborhood Development Services director, told the council the amount is encumbered because contracts are in place with providers but the contractors have not spent the full amounts. Hyshoe said contractors have until December of this year to expend the funds and that some items fall under replacement-revenue rules, which allows staff to amend agreements as needed within that funding category.
The exchange clarified that “amount funded” on the report can reflect money set aside under contract even if it has not yet been paid out, and that staff monitor these encumbrances and will adjust agreements or spending as required to meet program objectives and federal/state timelines. The council accepted the clarification and moved on to other agenda items.
