Brody Connolly, an attorney advising the village and the port/authority, spent the meeting explaining how nondisclosure agreements (NDAs) are used early in development talks and how they relate to state public‑records law. "Just because you own property doesn't mean that you don't have to get the approvals that you need," Connolly said, stressing that zoning, environmental permits and any incentive packages must be sought in public processes and approved in open meetings.
