The Midway City Council granted preliminary approval to the Homestead Golf Cottages and Homes amendment to the Homestead Master Plan, authorizing five single‑family homes and two cottage condominium buildings on a 2.69‑acre portion of Lot 2, Phase 2, subject to conditions.
Planning staff explained the proposal stays under the master‑plan ceilings for rentable ‘keys’ and impervious surface. The cottages are intended as hotel‑style units (no kitchens) accessed from the master‑plan core parking area with supplemental golf‑cart transport to the cottages. Staff said emergency access and parking provisions meet current requirements but acknowledged neighbor concerns about guest parking patterns and emergency egress.
Water board staff recommended that the applicant dedicate additional water rights to cover the proposal’s increased demand. Staff estimated the change from the previously approved plan would increase water demand by about 3.2 acre‑feet; the council made dedication of the additional water a condition to be satisfied before the final plat is recorded. The council also required that all required parking for each building be completed prior to any certificate of occupancy.
Neighbors at the public hearing raised worries about guests using Links roads and parking in the Mountain Springs cul‑de‑sac and asked how the project would limit off‑site parking and protect emergency egress. Tom Zick, representing Mountain Springs HOA, said the western section of Mountain Springs Drive is historically treated as emergency egress and asked for clarity on whether that access would remain available. Stacy Reeder raised concerns about guests driving through the Links and parking near her home.
The applicant said a final landscaping plan and other details will come back with the final application, and that homestead staff will police guest parking and notify guests of parking rules; staff noted recorded easements and historical agreements affect access rights.
