Pine County awards $72,500 demolition contract for former Lisonbee Creamery

Pine County commissioners approved awarding a contract for asbestos abatement and demolition of the former Lisonbee Creamery (2190 Finland Avenue, Finlayson) to DRC Inc. for $72,500, the lowest qualified bid.
Mary Lindala, the county auditor/treasurer, said the county received 11 bids ranging from $72,500 to $198,956 and that local contractors did not submit bids because asbestos‑removal licensing requirements limited who could bid. “Due to state requirements for licensing for the removal of asbestos materials, local Pine County contractors did not submit bids for the project because they didn't meet that requirement,” Lindala said.
The work is estimated to begin midsummer and take approximately two weeks once started. Lindala said the contract will be paid from the county’s blight fund; once the parcel is cleared the county intends to put the lot up for auction (current estimated market value of bare lot: $16,100) and return proceeds to the blight fund.
Commissioners discussed the possibility of an on‑site well and whether it has been disturbed; staff said they will verify conditions during demolition planning and, if necessary, seal or otherwise address the well to avoid groundwater contamination.
A motion to award the contract was moved and seconded and the board approved the recommendation; the transcript records the motion, second and a recorded aye from at least one commissioner and the motion passed.
What’s next: Staff will finalize scheduling with DRC Inc., confirm site conditions including any wells, and proceed with abatement and demolition, with funding from the blight fund.
