The Fortuna City Council adopted Resolution 2026-15 on May 4 to levy the annual Fortuna Business Improvement District (FBID) assessment for fiscal year 2026–27.
City staff said the FBID board recommended continuing a simplified flat assessment of $25 per business. Staff reported there are about 660 businesses in the assessment area, which staff estimated would yield approximately $16,500 for FBID activities. Staff also told the council it had received no successful written protests that would block the levy.
During the hearing staff reviewed the protest rules and the process used to notify businesses; no oral protests were presented and the council moved to adopt the resolution by roll call vote. Councilmembers voted in the affirmative and the resolution was adopted.
Staff noted the FBID funds are used to support downtown business improvements and services; any changes to the levy process would require a protest showing owners of businesses paying 50% or more of the assessment area oppose the charge.
The resolution authorizes the levy for FY 2026–27 and follows the council’s earlier approval of the FBID annual report on March 16.
